Not so many Chapter 7- mostly because the US doesn't let its "friends" get into Chapter 7 land- Israel should be there, but isn't- because of US influence

Incidentally, Israel is still in violation of the UN resolution which created Israel. Among other things, it required Israel to allow the Palestinian refugees to return to their homes. Ariel Sharon just stated that Israel will never adhere to this ruling.
