This used to be Cambodia until the Vietnamese took it away in the 70's....they still wrangle over it.

As far as rules....in Cambodia if you have dough, you rule.
The place is a free for all. Similar to belize in that it is a place where people go to disappear...

I loved it, very interesting place.
