Dear QS: After my posting I sent e-mail to the author of the article. First, I asked him about why this section had been edited out. Then I asked if he would please make corrections to any inaccuracies in my paraphrasing/recollection of the edited out section.

Hopefully he'll reply. If/when he does, I'll make a posting.

BTW, float rather than outstanding could very well be correct.
