I too have read Hawking's works and he does not attribute the universe to a higher power as you state. He only mentions theology in a historical context. There are books by other authors which take excerpts from Hawkings and other physicist's writings and try to interpret them in theistic ways. Perhaps you refer to one of these? philoonline.org hawking.org.uk
