That did happen. The Danish government gave up. Then young terrorists began to blow up various installations, liquidating collaborators, and so on. These terrorists were shot. Many conservatives condemned these terrorists. Some of these terrorists helped save a minority in Denmark.

There were about double the number of collaborators as there were terrorists.

After a few years these few terrorists became heroes so much so that their ranks swelled to three times or more. That happened a few days before the bad guys got kicked out.

What would Denmark do if terrorists came again? I don't know. I hope that they would not run about and claim that some country had WMDs when they didn't and connections to Al-qaeda when they don't and then attack that country in order to cover up their ineffectivity in their war on terrorism.
