Hi Tommaso - The gas market was regulated in different parts then - intra-state, interstate, stripper, then deep gas. Enormous price discrepencies. The Statistics may be just someone taking a single price number, which may track 90% of the market today (like Henry Hub). Back then, it was a small fraction of the market.

The gas avaialbe at the regualted price was limited - if you wanted more, you needed to be in-state and willing to pay more.

Maybe Doug Fant could provide a reference book, since he was doing energy policy aroiund that time.
