Newt Gingrich assailed the State Department today as "a broken institution"... Mr. Gingrich offered several policy recommendations, like increasing the size of the Foreign Service by 40 percent.

Now that's a Congressman talking. If it doesn't work, make it bigger.

The dichotomy between State and the various ideologues that pass in and out of power is not always destructive. Somebody has to deal with what is, somebody has to deal with what could be. The two sides can do a lot to make reasonable compromise happen, if the tension is reasonably well managed. That has not always been the case, but what else is new?
