Mrs. N., I don't know if it's relevant to what you're looking into, but there has been a ton of fuss about this in southern Alberta. Do a Google search with the words feedlot, alley, Alberta, and you'll get quite a bit of info on the issues. IIRC, the locals finally put their foot down when a huge (Taiwan) pig operation was given permits. The numbers boggled, and it seemed clear that it would be over the top, so they 'persuaded' the province to stop it. That may be your trump, particularly as an election is coming up your way.
