Ken Starr, who was a corporate attorney, did his job according the best advise of the prosecutors he had hired. I read an article in the Washington Post at the time that said that they behaved pretty much within accepted norms, although it questioned whether such norms should be revised. As far as I know, Ken Starr did nothing wrong.
