There is a difference. I see a lie as stating something that you know to be wrong e.g. Clinton telling the American public that "I never had sex with a woman" when in fact he did, a broken promise is saying you are going to do something and not doing it e.g. Bush Sr, saying "read my lips, no new taxes.". Neither one is commendable behavior, but they are distinct from each other, IMO.
