One idea I've advocated is eliminating extracurricular sports from public schools. The sports teams could be replaced by public sports clubs directly funded by parents and private fund raising. It would trim a considerable budget item from public schools, allow sports to be financed by those whose children participate or have an interest to donate, and would allow kids from public, private, and homeschool to participate.
