The documentation was there, and was shown to the UN inspectors. It's just that Junior, the neocons, and Powell lied about that detail too. This is what was in the "secret" pages of the Iraqi declaration to the that the U.S. wouldn't release. (They told Blix they wanted to keep it secret to bluff Saddam into revealing more, but in actuality they didn't want anything to contradict the rest of their forged documents and term papers).
