It's sometimes thought that affluent individuals generally escape U.S. taxation--through, for example, better access to resources like tax attorneys and accountants.
The reality is quite different, at least in general. According to the 2000 individual income analysis from the IRS, authored by David Campbell and Michael Parisi, the top 5 percent of returns (by AGI) accounted for 35.3% of all the AGI reported, and paid 56.5% of the total income taxes, for tax year 2000.
Another way to look at the same behavior is to analyze the effective income tax rate paid by dividing the actual tax paid (after credits, etc.) against adjusted gross income. For returns with AGI less than 50,000 USD, this rate was approximately 9% or less; returns with AGI of more than 100,000 USD, by contrast, saw effective rates of approximately 17 to 28%, and these returns are approximately 10% of all returns.
For the 9 tax years ending with 2000, the proportion of total income tax paid by the top 5 percent of taxpayers has increased each year... |
