In many ways except certainly one (law) only, they have surpassed Hong Kong already.

I would consider myself lucky to have a Shanghainese business partner, and I would fear running up against a Shanghai business competitor. I would in fact deliberately avoid running up against a Shanghai competitor.

... this would be nice if true, but there is no iota of chance that this can be true. HK consultant can be a partner of equal with similar Shanghai W3C, at best.
