Cabot facility is located in Revere Mass, just outside of Boston, near Logan, operational.
El Paso has the Elba Island facility, just brought out of mothballs and now operational.
Dynegy has the facility in Lake Charles La, operational.
And there's another in Cove Point, MD.
These facilities are not located in remote areas, in particular the Revere facility is in a highly populated area.
I have not heard of any special port procedures for LNG traffic, but that doesn't mean much - I am in the upstream end of things.
New facilities being considered in the Bahamas (with pipeline to the states (Enron), greater Houston (Cheniere), southern California (Marathon) and Baja Mexico.
As LNG becomes more established, look for the development of the FPSO ship-shape concept, both for liquefaction (a very good way to monetize otherwise stranded reserves where pipelines would be too costly) and re-gassification (i.e. offshore GOM). I think this concept will be the next logical step. Why commit billions to a fixed facility when you can have one which travels, and has the added benefit of keeping the risk offshore?
Trinidad government has just approved the construction of Train 4, to be the biggest ever built. Agreement negotiation can now go forward and this train will probably come on line in ~2008 or so.
