upon reflection, consider the irony of a state maneuvering it's laws to prevent businesses from not paying higher unemployment rates... resorting to such measures (creating subsidiaries soley for this purpose) by the company would mean the business is cash strapped, imo...so the states answer to the problem getting more money in the unemployment fund? tax more heavily and force more layoffs on already struggling businesses. quite amusing when you think about it
