Actually the students aren't tested on "reading" per se, but on "reading comprehension" which is reasoning. They read a short essay and then are tested on their ability to comprehend the argument or the facts presented.

I've often thought that it would be useful for students to be taught elementary symbolic logic, as well as formal logic, as soon as they can comprehend it. Most useful classes I ever took.

When I was a kid we used to get Scholastic newspaper in school, which had little reasoning/reading comprehension tests and we had to take the tests every time the new issue came out - I think it was once a week.

Another big thing is vocabulary. Oh, and grammar. I don't think very many schools teach how to diagram sentences anymore. My tenth grade English teacher was a bear on diagramming sentences.
