The only thing in the way of a specific example he gives is by way of the following anecdote:

In the UK, 8 miles from my home is a chemical/petroleum plant that processes ¬ of UK oil requirements, it requires a crude oil tanker delivery every day, and within 2 days this has been refined and delivered to petrol stations. They really have no more than 4-5 days buffer. Directly next to the refinery is a power station that produces electricity for the region using the refined oil. Water companies can not operate without power.

At a recent presentation by a petroleum company they estimated that 17% of all computer systems on a tanker were Non-y2k compliant, and they have a fleet of over 100 tankers. Changing and testing all the system is impossible in the next 18 months, they simply do not have the dry dock facilities or labor resource. So they will not be able to get the approval from the Marine Safety Agency to issue sea-worthy licenses and hence they will not be able to insurance from 1.1.1999. The business impact is very significant.


We don't get more details than this but note that the reason for the "significant business impact" isn't because of Y2K failures, but rather because they may not be able to get marine insurance because they don't know what Y2K-related problems they may have. Again, it seems that it is Y2K fear that's causing the problem.
