couldn't get back to my references from a few months ago.. but here is one put together by a task force and university of pei.
It seems migration filled the farm land on the island by 1890 or so.. (same year my uncle left Bonshaw pei and several brothers followed over twenty years). The farm land being all filled it appears out migration started on the island until late 1920's by this report...
gov.pe.ca

In another report they discussed many coming back to the island during the depression.( my father returned for one year and almost bought a farm to settle back down with his wife and two daughters but got a recall notice from General Electric , back to work notice).. Hence I could have been born on pei many years later.. ggg

This report is far less than the one I reviewed for out migration but the chart seems to support about 30%
