Theories account for evidence. To be considered fact, they need further corroboration.

Let me try to translate from the neoconese, just for old times sake. "Theories" == random speculation, and "further corroboration" == conservative "logic" of the "in Rummy we trust" sort, so once the local faithful start pounding one of their new "theories" into the ground, as is the fashion, it becomes "fact" after a while. Proving once again that facts are stupid things, I guess.

In the more conventional version of reality, Rummy and the PNAC people had been pushing for the Iraq war for 5 or 6 years at least. To them, 9/11 wasn't a problem, it was a solution. A golden opportunity they jumped on immediately. All the subsequent propaganda backfill on Iraq was for the war marketing guys, mostly.
