You forgot to include the part that most of these incidents
were due to Insurance Fraud. Only small number were due to
bias during the 1993-2003 period. Prior to 1993, there were
a significant number of church burnings related to bias,
which NCATF was formed to curtail. Reading deeper in the
reports, the reporting figures include the expansion of
the initiative to pursue cases prior to 1995, some as old
as 30 years.

Let me say however, it is good that there is a strong
focus on preventing, investigating, and prosecuting these
crimes. Burning houses of worship (of any religion) is
unacceptable. Bias attacks based on religion, race, or
any other factor are unacceptable... at least I hope we
can all agree on this.
