The flat growth came as a decline in current conditions slightly more than offset a rise in expectations. The flat read on confidence doesn't provide much of a read on consumer spending given the 10% surge in disposable income expected in the third quarter due to tax cuts. Low financing rates and income growth are the best determinants of consumer spending. >

Ummmm - how does a 10% reduction in tax rates equate to a 10% growth in disposable income?
