Wrong. Governor Davis may have turned to Lay, but he also turned to others:

Letter to AG of California:

"Given the volatile nature of wholesale price fluctuations and the apparent opportunities for manipulation that exist in an electricity market that is not yet developed, investigation of possible manipulation in the wholesale electricity marketplace is recommended and, I believe, warranted. Such an investigation will highlight any market manipulation and price abuses. Futher, it will serve to restore consumer confidence in the emerging electricity market, and will provide valuable guidance as we attempt to resolve the underlying problems.

Therefore, I request that you undertake a full investigation of the operations of the wholesale market for electricity in California" - August 2, 2000 Gray Davis

Letter to President Clinton:
"...As we discussed, it is extremely important that the Commission not only accelerate its investigation of wholesale energy prices in California... It is also important that refunds to customers be made immediately upon a determination that rates are not just and reasonable. It is my understanding that this investigation can be completed within 30 to 60 days.... But the outrageous wholesale prices being charged by out-of-state generators makes any rate stabilization plan a difficult and expensive endeavor." - August 10, 2000 Gray Davis
