"I see peace as the absence of commotion, be it conflict or noise or stress or whatever. Peace is to me a quiet environment and a mellow soul. I think that one could be oppressed and still have a great degree of peace, albeit not perfect peace, but one couldn't ever have peace in the midst of war."

I agree with this albeit with some qualifications. My original premise (although it may not have been clear) was that this is not obtainable in the presence of injustice... Injustice is something that can be seen, felt, and definitely on a personal level. Surely you have had experiences with unfairness in your life. And, you must have been troubled by it, right?

So, no peace without justice. I do see how one could obtain a measure of peace in an oppressive situation by accepting their situation and essentially "giving up" whatever the oppressor is demanding. However, in that case are they truly being oppressed? From the point of view of the actor in the situation, They become more of a willing servant than a person suffering from oppression.
