You can view patents before they are 'approved'.

thats something the patent lawyers can do....

let me see if i can dig some intersting stuff on patent info.

usually there are multiple examiners. If a person comes in with a patent request it gets handed to someone. if someone comes in (even the same day) and hands a slightly different version of the original patent, chances are, both will be accepted, and when the 'research starts' both (if its a unique idea) will get approved.

then afterwards you have two patents very similar in nature.

i've seen this. like i say i'll dig it up....
