Given the fact that they still hadn't complied with the 1991 terms of surrender by 1998 we had NO reason to believe that they were being honest now. In addition, as it turns out, Iraq was circumventing the imposed sanctions from 1991 which means any cease fire was null and void and thus we were and ARE there legally.
