why does knowing English make them logical candidates?

Because most of their orders are probably going to come from American officers. Needless to say, the Bush regime is much more concerned with top-down than bottom-up communication patterns.

Wouldn't knowing the language of the people they are supposed to be pacifying (err, policing), be more useful?

If they believed that, they would invest much more money in Arabic language training for US military. What matters most to Bush and the military is the ability to follow (and understand) orders. Loyalty is what they prize.

I also tend to think it will be much harder to recruit native Gulf Arabic speaking soldiers who also understand English. Paki military can mostly speak English as well as Urdu, which uses the same alphabet as standard Arabic. It should not be difficult for these recruits to learn colloquial Arabic, if that is desired.

In addition, Pakistan happens to be broke and diverting part of Pakistan's military force from Indian border to Iraq may help thaw tensions on the Indian subcontinent. Pakistan desperately needs the money and despite some objections, I'm sure that an outsourcing deal can be accomplished as part of the reported $3 billion Pakistan aid package. After all, Pakistan has a long tradition of migration to the Gulf in search of better employment opportunities.
