No, CLinton did not let Ken Lay write any policy. The Enron energy deregulation/trading scheme was concocted before Clinton came into power, and was only grossly abused by the Enron crowd in 2000-2001 in order to coincide with the election, hurt Gore and plunder California and other parts of the country. It was like a virus they planted, then waited to trigger for many years, but when they did trigger it, it became the biggest-ever robbery in our history, and Bush-Cheney stood by and encouraged it.
