Are you implying that the State and Federal Government did not declare an emergency and place hard price caps (on wholesale electric power prices) earlier, ignoring the crisis, allowing it to grow into a disaster, because it might have hurt Al Gore in the 2000 Presidential Election?

I hope not. I'd like to think that President Clinton had faith in market's ability to self regulate and in the FERC's ability to punish abusers (since he appointed them all).

p.s. The bill calling for the deregulation of wholesale power markets was signed into law in 1993. Which means the Administration had 7.5 years to prepare for market manipulation and abuse.
