Let me tell you one also. Today at Ameritrade I had an order to sell atml @ limit $2.62 the bid was flickering between $2.62 and $2.63. I had a confirmation of all 5000 at $2.63 about 3 seconds after I hit the send button.

If one is concerned about these partial fills why don't you use "all or none". Contrary to your comment they do have an "all or nothing" option.
