Nothing has really changed. The energy companies with full help and support of the Cheney administration cheated California in an ongoing extortion scheme. Gray Davis put an end to it in a sucessful, but expensive set of contracts which bypassed the most active criminals. Now that it is obvious that this was in response to a crime it is only appropriate that the contracts be reexamined in a fair way. Of course this would cost Cheney and his friends some money so he is blocking it. If it causes Davis and the citizens of California grief, well, they didn't vote for him.
