Bush and Cheney are guilty because they had the power to stop the energy gougings, but intentionally encouraged and allowed it. Dont tell me they didn't know what was going on. Okay maybe Bush didn't, but Cheney is Mister Energy and a real mastermind. They were closely linked with Enron, reliant (James Baker), El Paso, Williams, Duke and all the others. These companies were their brothers, their top contributors, their collaborators. And if Bush-Cheney had said "stop" they would have. Bush-Cheney have also staffed FERC with cronies who refuse to allow California to be reimbursed, so far anyway. It is a huge scandals and plainly they all belong in jail, including Cheney, and maybe even Bush. If Clintonites had done this you'd be howling for the death penalty. and you know it.
