Bush-Cheney guilty. The proof is they could have stopped the crimes but didn't. And why should they? They were direct beneficiaries of the looting. Bush-Cheney knew exactly what was going on and didn't stop it. Unless you believe in wild coincidences and Bush-Cheney being so out of the loop as to be totally incompetent and ignorant, then guilt is a logical conclusion.

This could be why Ken Lay hasn't been indicted. If he talks, Bush-Cheney could be implicted. We know Lay and James Baker are implicated already, and that's about as close to Bush-Cheney as you can get.
