Grey Davis had no choice. It was a lose-lose situation. The energy thieves like Enron had him on the ropes and he wasn't able to investigate and sue them because there was no time. It was a crisis.

There was a big debate at the time and the right-wing Bush gang was in California en masse trying to trick and intimidate Davis into make the most costly decisions (and profitable for them). Enron and a GOP{ PAC were always putting out millions for negative TV ads against Davis truing to blame him (the victim) for the mess. In fact he was blind-sided by a rigged game.

Never before has the energy business been so crooked or ganged up on one party like this. It was pure pirating, plundering and extreme fraud backed by a massive disinformation campaign, paid for by some of the very millions they were ripping off. Current RNC head Ed Gillespie was one of the masterminds.

And Bushies still like to blame the victim. Yeah as if. Dont back the crooks, my friend. Change your allegiances.
