I'm not sure Bush knows his policies have their genesis in Mr. Norquist's plan. Perhaps it's merely coincidence. For example I don't think Bush is taking orders from Osama, either, even though Bush is pursuing a course of action that would seem to dovetail quite neatly with exactly what Osama would want. Unfortunate coincidences.
