Yes, this is a pretty accurate summary. I guess maybe Davis was in a no-win, but I think he should have made a bigger stink about it at the time. You may be right that he didn't want to make the people suffer any more, and/or was afraid of the economic damage that was occurring.

The Bush administrations dealings with this issue will go down as one of the darkest chapters in Republican politics. As President, you swear to protect the rights of all citizens, not just the ones in states that elected you. Maybe because Bush was so new to the job, he hadn't fully comprehended that fact. But then again, he probably knew exactly what he was doing.
