What makes you think that?

The lowest costs for controllers are usually found in the secondary lines of major CPU designs. The Shboom was originally designed for the FORTH market (bytecoded stack machine) -- since Java is similar in some ways (but quite different in others), the company started talking about it as a "Java chip." The costs of providing design support and tools for today's controllers is fairly high. I'm dubious that the Shboom is going to be cheaper to manufacture than MIPS, PowerPC, etc-based controllers, which are already being made in the millions.
