Yes, many deaths were due to UN Sanctions. No, the responsibility was on Saddam. That is the point. President Bush is no more responsible for the war, and Iraqi deaths, as President Clinton was for the deaths that occurred as a result of Sanctions. Saddam could have ended sanctions, if he had complied fully with the UN Inspections, and Saddam could have avoided the 2003 war if he had fully complied with the UN Inspections, as well.
