I'm suggesting that a quarter million died in the failed revolt, and possibly 4 times as many died as a result of sanctions (and ~4K killed during the war).

Now, I believe President Clinton is NOT responsible for these deaths (they died from lack of medicines, and starvation); even though his data was no better than GWB's data, and his reason for sanctions and bombings were really no different (or better than) GWB's.

After the Gulf War, Saddam agreed to destroy his ability to produce WMD's and Saddam agreed to properly document the ending of his WMD programs - so that the UN could verify that he was in compliance. I believe that the responsibility for the deaths from sanctions and from the war were on Saddam.
