If Begin had indeed "stepped up" to make peace with Egypt, he could have done so in 1971. Egypt made the same offer in 1971 as in 1977. First, when did Begin (Likud) become Prime Minister of Israel?? Secondly, I suggest you review the 1970 Jarring Mission from the UN.
