In the case of using fossil fuels, the carbon was already sequestered in the buried coal, oil or gas, and what is released into the atmosphere results in a net increase in CO2.

I don't view it that way. It doesn't matter when the carbon was sequestered; when you burn it, there is a net increase in current atmospheric CO2 concentration (as well as other more harmful gasses).
Even if you achieve steady state equilibrium of CO2 absorption and emission from energy practices, the net amount of atmospheric CO2 would rise over time due to human population growth and plant life destruction from habitat manipulation.

Besides, I am doubtful that biomass conversion can satisfy the energy needs of our world. We are going to have to tap a more abundant and efficient energy source, eventually.
