There is plenty of blame to go around. I don't think Clinton could have dropped the sanctions in light of Newt Gingrich and Ken Starr. It was not politically feasible.

None the less, Iraq was kind of like Cuba, the sanctions were there more for the sake of rhetoric than for international law or common sense.
