They are clearly unbelievable and hungry for money! Human beings are not "perfect machines", and will sometimes be "disorganized" or not concentrate on a particular subject, especially if they are being forced to by a school or government decree. This is in no way indicative of any disease or anything mentally wrong with the person at all. In fact, the ones who may have mental problems in my honest opinion, are the people who act "too perfect" and "machine like"...
