Thomas, ask yourself what was different between 1971 and 1977...

DIRECT negotiations between Egypt and Israel, not UN mediated discussions which either side could later discount..

Sadat went to Israel.. Nasser never offered to do so...

That was the condition, and a VERY LOGICAL AND IMPORTANT ONE. If there is to be a lasting peace, it must be through DIRECT negotiations, as later occurred at Camp David.

Why did Nasser reject the concept of direct negotiations, but Sadat later accepted them?
