no syd, the cost is the actual cost of buying products that meet the specs they are bought too. You are a technology and process ignoramus and don't have clue about what that means. More motor mouthing ignorance from syd. If one requires special testing with traceable metrology the costs go up. One can argue the wisdom of buying a particular item in this manner. But only stupid people go looky looky that's waste and fraud. And syd is a stupid people as we all know.
