No. The WorldPhone that Denny Strigl is talking about (initially) would simply operate as a CDMA2000 1xRTT handset when the subscriber used it here in the US, and it would operate as a GSM GPRS handset (not a WCDMA handset initially) when on Vodafone (or other carriers networks) abroad.

These phones are unlikely to come from Nokia who does not use Qualcomm chipsets. More likely they would be supplied to Verizon by Samsung (or LGE, or Motorola) who do use Qualcomm CDMA chipsets (in this case new dual-mode CDMA/GSM GPRS chipsets).

There would need to be some modification to the billing system and Verizon would have to issue subscribers authorized for international travel with a R-UIM (a CDMA/GSM SIM) which is necessarry to authenticate the user to a GSM network.

Actually, for about 6 months, Verizon has been offering a R-UIM, and rental or purchased GSM handset to international travellers through a 3rd party:

internationaltraveler.verizonwireless.com

It is possible that Nokia is talking to Verizon (and Vodafone) about a GSM GPRS WCDMA phone for this service. The phone could not be used domestically (at least on the Verizon net) however.
