The last big Iraqi massacre was after Bush Sr. told the Iraqis to rise up against Saddam while Bush decided to pull back and not take Baghdad. The rebellion was crushed and thousands died. And told tell me I'm "blame America first", that's just fact. Maybe it's one reason GW wanted to invade, to cleanse this from his father's record, but it really was a shame we didn't finish the job the first time with the whole world behind us.
