The problem was that the administration was both adamant and detailed in their assessment of the WMD threat. Not only were they positively convinced, they had specific types and quantities (I don't recall the details; some odd thousands of gallons of chemical weapons of specific types).

It wasn't like they came out and said "we suspect they have this, that, and the other thing", it was that they were SURE. Now, we hear that maybe they weren't so sure. What is the nation to think?

1) Someone lied
2) Someone screwed up
3) Someone vastly exaggerated

Until we find those weapons, people suspect the above. For Mr. Kerr to say there was no exaggeration leaves #1 and #2 as the only other possibilities until we find them.
