Kumar, I suppose Cuba and Haiti are down the list [though Haiti was sorted out at one stage] because there's not much to gain. The Bay of Pigs still has an unpleasant memory too.

What's wrong with civilization taking over from thugocracy anyway? On John Stuart Mills' utilitarian principle it's a good idea.
