it's just as likely that money doesn't get to the classroom because it's eaten up by an overweight bureaucracy which stifles teachers creativity.

John, I have consistantly said that it is a combination of the Bureaucracy and the Teacher's union. But you can't accomplish anything with the bureaucracy unless you get rid of the "work rules" and get control of hire/fire on the teachers. The Teachers Unions will have to be busted first. And the only way I can see a chance of doing it, at the moment, is with vouchers. It will force the Schools to compete.
